Osseo, Minnesota | Full-time | On-site | $70,000–$90,000 annually
About the role
Voyageur Cannabis Services designs, launches and operates municipally owned cannabis dispensaries on behalf of Minnesota cities. The City of Osseo is developing a municipally owned dispensary in the historic Press News Room building in downtown Osseo, and Voyageur will operate the store on the City’s behalf.
We are hiring the Retail General Manager who will lead its opening. You will join during the pre-opening phase to help complete store setup, implement operating systems, hire and train the team, and prepare for the state pre-opening inspection. Once the store opens, you will have responsibility for its day-to-day operations and performance.
This is a store with a public purpose. Profits support the City of Osseo, so the position requires strong regulatory compliance, disciplined financial controls and a store the community is proud to have downtown. You will be a Voyageur employee and report to Voyageur leadership while working closely with City representatives.
What you’ll do
- Lead the pre-opening plan, including fixtures and equipment installation, point-of-sale and inventory setup, standard operating procedures, staff onboarding and preparation for the Office of Cannabis Management pre-opening inspection.
- Run daily store operations, including opening and closing, floor coverage during peak periods, scheduling and maintaining a clean, welcoming and well-merchandised store.
- Maintain compliance with Minnesota cannabis laws, Office of Cannabis Management rules and applicable City ordinances, including ID verification, purchase limits, employee training and recordkeeping.
- Serve as the on-site point of contact for inspectors, City staff, law enforcement and other regulatory stakeholders.
- Manage inventory through Metrc and the Cova point-of-sale system, reconcile the systems regularly and promptly investigate discrepancies.
- Manage purchasing from licensed Minnesota cultivators and manufacturers, including assortment planning, ordering, receiving, pricing and margin management.
- Maintain strong cash controls, including daily sales reconciliation, deposits, secure cash handling and coordination with armored transportation providers.
- Monitor store performance and prepare regular sales, inventory, labor and margin reports for Voyageur and the City.
- Recruit, hire, train, schedule, coach and evaluate a store team of approximately 8–12 employees.
- Build a culture of accountability, compliance and genuine customer service.
- Lead security and loss-prevention practices, including access control, surveillance, alarm procedures, cash-handling standards and emergency readiness.
- Represent the store professionally with customers, neighboring businesses, residents and City officials.
What you bring
- Three or more years of retail store management experience with responsibility for a store budget or P&L.
- At least two years of experience directly supervising a team of five or more employees.
- Hands-on experience with point-of-sale systems, inventory management and cash controls.
- Comfort working with financial and operating reports and using Microsoft Excel, Word and Outlook.
- Strong written and verbal communication skills and the professionalism to work with City staff, elected officials, regulators and the public.
- Availability to work a flexible retail schedule, including evenings, weekends and some holidays, and to respond to occasional after-hours alarms or emergencies.
- Must be at least 21 years old, possess a high school diploma or equivalent and satisfy all background-check and eligibility requirements applicable to the position.
Preferred experience
We welcome strong managers from grocery, hospitality, specialty retail and other high-volume retail environments. The following experience will help a candidate stand out:
- Management experience in a regulated retail environment, such as a licensed cannabis dispensary, municipal or private liquor store, pharmacy or tobacco retailer.
- Experience opening a new retail location.
- Working knowledge of Metrc or Cova.
- Experience working with a city or another public-sector organization.
- Cannabis product certification or comparable product knowledge.
- An associate or bachelor’s degree in business, retail management or a related field.
